The QWE Process

Diagram of the QWE Process with 4 Phases (described in text)The QWE process is a continuous improvement cycle that incorporates planning, project management, and quality improvement concepts. There are four general phases:
  1. Conduct the self-assessment
  2. Learn from others
  3. Develop a Strategic Action Plan
  4. Improve the quality of the work environment for employees who are blind or have significant disabilities.

This is a three year cycle, with the all four phases occurring in the first year, and annual updates of the Strategic Action Plan in the second and third year. For each high level phase, the diagram lists the detailed steps that may be taken. The diagram also shows the Excel spreadsheet tools available to support and document the work.

In June 2009, the Institute contracted with Mathematica Policy Research to explore the use of an employer payroll tax credit to provide employers with stronger incentives to hire people with disabilities.

Mathematica developed a preliminary model of a budget-neutral employer payroll tax credit, estimating the potential cost savings to the Federal government of companies employing people with disabilities.
